Like the standard top first fold the lid to create a point in the center to spin on. Then cut out the fins by cutting along the fold lines on every other line leaving the center intact. The cut the edge to release the flaps all in the same direction. (You can change the spinning direction by which way you have the flaps fold.) Now set the turbine on a flat surface and gentle blow down to watch it spin.

Fold the lid in half then in half 90 degrees to that, then repeat at the 45 degrees from each of those folds. This creates a point in the center that it will spin on.
